Windows could not start the Citrix XTE server on the local computer. The service terminated with a service-specific error 1

Cause:-  Session Reliability port (2598) is not configured.

If Citrix XTE service is NOT running output will be like:-

Resolution: - In XenApp 6.5 httpd.conf (configuration file) is located at C:\Program Files (x86)\Citrix\XTE\conf location.

copy the 5 httpd.conf file from any working server and start the service .

OR

Open the file in wordpad

Add the below mention text in file

Listen 2598

Save the file and try to restart the service.
